Tribute & Message From The Family

On Sunday, February 9, 2020, James Lloyd Scott, Jr., a resident of Palm Harbor, Florida, left his earthly body for his heavenly home. Affectionately known to his friends as "Jim" or "Scotty," he was a native of Norfolk, Virginia. He was born on January 29, 1943 to James L. Scott, Sr. and Mary Rosetta McPherson Scott and was the oldest of three children.
Scotty received his early education in the Norfolk City Schools. He graduated from Booker T. Washington High School and attended both Norfolk State College and Virginia State. He was a charter member of his fraternity, Omega Psi Phi, and was part of the Army ROTC. Upon graduation, he was commissioned as a Second Lieutenant in the U.S. Army. He later married and had two daughters.
Throughout his time in the Army, he served in Vietnam and was stationed in various locations including Germany and Saudi Arabia. He retired as a Lieutenant Colonel after 22 years of service while he was assigned to the Pentagon. He continued to work at the Pentagon as a civilian defense contractor and was in his office when the U.S. was attacked on 9/11.
Scotty loved becoming a grandparent and would spend as much time as he could with his four grandsons. He later moved to the Tampa Bay area to be closer to them.
He leaves to cherish his memory and legacy two children, Tracy R. Bryant (John) of Los Angeles, CA and Danelle S. Ballard (Jerry) of Tampa, FL; four grandchildren, Jerome "JB" Ballard, Jr. of Los Angeles, CA, James "Scotty" Ballard of College Park, MD, Jared Ballard and Jackson Ballard, both of Tampa, FL.; two sisters, Sheila Scott-Taylor (Melvin Sr.) of Highland Springs, VA and Gloria Scott Allen of Norfolk, VA; two nephews, Melvin J. Taylor, Jr. of Richmond, VA and Shahn L. Taylor of Norfolk, VA; one aunt, Patricia McPherson of Chesapeake, VA; and a host of cousins, close relatives and dear friends.

In lieu of flowers, the Family suggests donations be made to the Vassar W. Hurt, III Memorial Endowment Fund at Virginia State University in memory of James L. Scott, Jr. Vassar W. Hurt,III, a 1968 ROTC graduate of Virginia State University, was the only ROTC-commissioned officer from Virginia State killed in action during the Vietnam War era. A scholarship was established in his honor to help future ROTC cadets at Virginia State. All donations should be made payable to: The Vassar W. Hurt III Memorial Scholarship Endowment and can be mailed to :VA State University Foundation, P.O. Box 9071, Petersburg, VA, 23806

My wife, Rev. Dee and I wish to offer our sincere condolences to the family members of my homeboy, high school alum, fraternity brother, Vietnam veteran and fellow ROTC graduate. He was commissioned at " Big State " while I was commissioned at " Little State ".As you can see Scott and I traveled many of the same roads. Alvina and I were actually high school classmates.
